That issue has to be solved after Silktorrent as a software project is complete. 

Fundamental Requirements for Trade

The thing to keep in mind with that project is that if one were to create a simple, plain, screw in stead of a computer system, then one would probably fail to do it without depending on others, without trading, because metal for the screw either has to come from something recycled or has to be bought from somebody else, unless one starts to think, how to mine iron ore and process it, which is inaccessibly huge task and requires huge investments to mining equipment or travelling. Therefore the production of custom hardware depends on free movement of physical goods, which can be effectively limited, as the Soviet Union era demonstrated. The 2. World War and Soviet Union era also demonstrated that it is possible to hide/store equipment, weapons, books, blue-black-white flags to areas, that are not bombed to the ground. It is a FACT that by mere chance some of those items, including functional firearms, survived even while being stored at people's homes. Therefore before starting to develop any doomsday-custom-hardware, "warm summers of open trade-routes" must be used for storing electronic equipment for surviving "foodless frozen winters of closed trade-routes". Electronic equipment has to be literally stored in refrigerators to slow down the diffusion within the components and at some point they have to be replaced with new batches, both, for technical upgrade reasons and for replacing probably "more diffused" components with "less diffused" components. To do that economically the old equipment must be usable with modern software, which means that the new software has to be very efficient to be able to run on the old hardware. The first candidates for storing are various Raspberry Pi like computers.

After the storage part has been solved, the next project is long distance drones that are capable of flying undetected by any military equipment. The cargo of those drones is small electronic equipment, microchips, money. The money transfer is necessary even during peace time, because the Supermafia always gets the majority votes from slackers and otherwise idiots, who do not want to develop their own business and just jell that "the Government" should rob the hardworking people and redistribute it to the slackers.

Multi-CPU-machines from Microcontrollers or Cheap CPLD-s and FPGA-s

Each MCU runs a virtual machine that simulates a CPU-core or some other block of a CPU. The simulated multi-core-CPU has also memory management functionality. Pascal programs are compiled for running on the simulated CPU.

Custom Microchips

What is needed is devices for creating individual prototype electronics chips. Scanning UV-beam based "masking" technology has been used in industry laboratories for decades for creating prototypes. Essentially, probably the initial bill of material contains: UV-LED, piezoelectric components from some piezoelectric microphones for precision-movement of the beam, some passive sound barrier (The University of Tartu Institute of Physics cellar room for using the various atomic microscopes is a source of inspiration), may be, later, some active sound barrier.
