To do that economically the old equipment must be usable with modern software, which means that the new software has to be very efficient to be able to run on the old hardware. The first candidates for storing are various Raspberry Pi like computers.
After the storage part has been solved, the next project is long distance drones that are capable of flying undetected by any military equipment. The cargo of those drones is small electronic equipment, microchips, money. The money transfer is necessary even during peace time, because the Supermafia always gets the majority of votes from slackers and otherwise parasites, who do not want to develop their own business and just jell that "the Government" should rob the hardworking people and redistribute considerable percentage of the robbed assets to the slackers. Unfortunately the top executives of the banks are psychopathic poodles, who do not fight for the rights of banks to keep their client's account details secret, nor do they do hardly anything to make it possible to use the services of the banks for online trade without some absolute nonsense legal burdens. The 2016 banking sector in Europe is just plain disgusting. Crypto-currency is often times useless, because it can not be exchanged for the currency that is used locally for paying for basic living expenses like electricity, food, utilities. In the case of money the drones should include a money burning equipment to be able to burn the money and dump the un-burnable bits prior capture by the Supermafia. To minimize losses at transportation, money can be transferred in parts. The Supermafia will, obviously, "ban"(a term of newspeak) those drones, just like they have "banned" barrels that burn gunpowder. To avoid causing material harm to the airline industry and to avoid endangering the lives of airline passengers the drones have to fly below the heights that passenger airliners use. They must also avoid hitting any ships and sails of sailing boats. The body of the drones must be blunt and soft enough to make sure that if the drone were to hit someone straight to the region of the eyes, no eye damage is done.

What is needed is devices for creating individual prototype electronics chips. Scanning UV-beam based "masking" technology has been used in industry laboratories for decades for creating prototypes.
